The Program Director is responsible for leading the development, implementation, and daily operations of a supportive housing program designed for individuals with behavioral health and housing stability needs. This leadership role involves direct oversight of staff, regulatory compliance, crisis response, and coordination with internal departments and external partners. The Director ensures services are delivered in a client-centered, trauma-informed manner while aligning with all funding and licensing requirements.

Core Responsibilities:

  • Oversee all program personnel, including clinical, administrative, culinary, and maintenance staff; manage staff scheduling and ensure appropriate coverage at all times.
  • Facilitate weekly individual and team supervisory meetings to promote professional development and effective service delivery.
  • Participate in the recruitment, onboarding, evaluation, and, when necessary, disciplinary processes for staff.
  • Manage client admissions, including eligibility screenings, coordination with the Single Point of Access (SPA), and onboarding procedures.
  • Ensure the program adheres to all applicable guidelines from the NYS Office of Mental Health (OMH), SPA, and other regulatory bodies.
  • Maintain targeted occupancy levels and oversee documentation related to resident eligibility and continued housing compliance.
  • Administer processes related to Low-Income Housing Tax Credit (LIHTC) and Affordable Housing Program (AHP) regulations, including certifications and required reporting.
  • Work collaboratively with property management and finance departments to address site maintenance, safety, and budgetary issues.
  • Provide on-call crisis management support to address emergencies as they arise.
  • Coordinate staffing needs during times of turnover or transitions to ensure continuity of care.
  • Foster partnerships with community providers and participate in collaborative efforts, committees, and outreach initiatives.
  • Support residents and staff in accessing and maintaining public entitlements such as disability benefits or housing assistance.
  • Ensure all required internal documentation and trainings are completed in accordance with organizational standards.
  • Perform other duties as assigned by executive leadership.

Qualifications:

  • Master’s degree in Social Work, Rehabilitation Counseling, or a related human services field.
  • At least five (5) years of experience working in residential or supportive housing environments serving individuals with behavioral health or special needs.
  • A minimum of three (3) years in a supervisory or management capacity.
  • Proven ability to manage multidisciplinary teams, navigate complex systems, and respond effectively to crises.
  • Strong organizational, communication, and problem-solving skills.
  • Working knowledge of housing regulations, entitlement systems, and behavioral health service models.

Supervisory Scope:

This role supervises a diverse team that may include: Program Supervisors, Service Coordinators, Counselors, Medication Administrators, Administrative Support Staff, Cooks, and Student Interns.
